The new scheme will see permits go paper-free from September 15 in a bid to simplify car parking across the city centre. Local Transport chiefs have backed the move claiming it will bring “benefits for residents”.
However, the scheme has been attacked by one local councillor who has warned of the possible risks.
The Labour Group leader, Pete Kilbane has told YorkMix the system will create a “cheater’s charter” if there was no increase in patrols.
Deputy Leader of the council and Transport Boss Andu D’Agorne hit back against the claims.
He said a cheating charter was “what we’ve got at the moment” and warned he has heard the system was already being abused.
He claimed paper permits allowed for people to hand over theirs to neighbours when they went to work.
Mr D’Agorne said a digital system would mean permits were “tied to a registration” making it easier to find those without a proper pass.
He added the digital service will allow drivers to make “hassle-free” applications and “instant changes” to their permits.
“The new digital parking permits will make parking hassle-free and paperless, with new digital options to help residents, business and visitors access their details online,” he said.

“The new system brings a number of benefits for residents and businesses, including hassle-free instant application response, ability to make instant changes to permits – and for eligible permits, being able to swap permits from one vehicle to another.
“This change will see us not only reduce paper waste but also future-proof the system and make accessing council services as easy as possible.”
In another benefit, residents will no longer need to wait for a paper permit to arrive in the post.
This means certain digital permits can be issued on the same day as booking to help speed up the process.
